Why do people swim with socks on?

It is a serious question. I am too shy to ask myself. I live in Mississippi in an apartment complex. During my days off and after work I usually hang out at the pool with my family. I have noticed on several occasions people at the pool are wearing...tube socks...in the Water!

Is it a cultural thing? Are they afraid of warts? What? Have anybody else noticed this or is this a MS thing?

I live in Southern California and I've never seen anyone swim with socks on ... Maybe it's a Southern or Mississippi thing

Can't imagine many reasons except athlete's foot or butt ugly tootsie's.

If it's a public pool, then I'm assuming Chlorine is used. Wouldn't the Chlorine prevent athlete's foot?

So please please do not think I am a racist...but the people who are wearing socks in the pool happens to be black. So I ask my black girl friends if this is a common thing and they laugh and think it is hysterical and they have no clue either. So it is obviously not a black thing. This is why I am asking you guys.
