Ok I have a question on the best way to handle this. About 2004 I took out a car loan from a bank. They used my credit and took the title of the car. It was suppose to be sent back to me after 60 days after i paid it off. Never received it. Now the collateral department is telling me I need to request a lien to me, then take it to the dmv to pay for another? WTF? The stupid bank or collateral department lost it!

What should I do?

You should have gotten a copy of the title shortly after buying the car that showed your bank as leinholder. After you paid off the loan you should have gotten a clear title.

I'd start with the department manager and chew some butt all the way up their corporate ladder until the situation gets resolved. At their expense, not yours.

That's what I would do.

Agree. Call them and annoy them EVERY SINGLE DAY until the matter is resolved.

Go back to your selling dealer and get copies of all the paperwork that they sent into the state to get your title and regristration. The dealership might have used a wrong mailing address for the lienholder or even sent it to the wrong lienholder. If it checks out the way it should, show it to the bank as proof that they were the ones who lost your title. You should not be out the money to get a new title.

Good luck!!!!!!
