The DMV notes that if you live in the Portland area and in the valley you have to get emissions testing done on your car before it can be registered. What is an area that is outside Portland/the Valley that would be exempt from this?

I doubt anyone would choose where to live based on if they would be in a particular zone.

No, certainly wouldn't be an issue for a $10-20 emissions test but I didn't understand the state's decision to do it by boundaries. They obviously were shooting for the most populated areas to snare the largest amount of vehicles in a certain radius.

Exactly. These are the areas with the worst air quality in the State from automobile pollution.

Emissions control testing does have it's merits in other areas aside from keeping the air cleaner. Having moved from SoCal where emissions controls are required every two years to Humboldt County, Ca. where they are not, one notices a large number of "beater" cars on the road. People drive their cars til the wheels fall off. When they do, park it in their yard and buy another $500 "beater" car. Ah the luxury of not having to live with the pass/fail anxiety of emissions control testing is the plus side. In 25 plus years of driving in SoCal, I've never done an emissions testing that didn't required a "$50 adjustment fee". I question the validity of the testing as we the public are at the mercy of those doing the testing.
