Kentucky and Michigan seem like the obvious answers since they both directly border larger Ohio cities.

I lived in Coraopolis at one time so I guess it would be Pennsylvania.

Cleveland and Northeast Ohio is Upstste New York, more or less, with bad pizza. I can't speak for the rest of the State.

I grew up in Erie, moved to Ohio for 25+ years, now live outside of Philadelpha. This is what I've observed during my time in Ohio:

Cincinnati is more in tune with Kentucky and then Indiana than it is even with the rest of Ohio. That continually confounded me when I first moved to Cincinnati. LOL

A college friend lives in Bryan and does almost all of her socializing, shopping, etc. in Indiana.

Cleveland-area folks, and people from Ashtabula County, are pretty familiar with Erie. They all know how to get to Presque Isle and to the Millcreek Mall for sales tax-free shopping. That mall would go under if it weren't for Canadians and Clevelanders.
