I was wondering if hybrid cars with clean fuel plates issued before 2006 can use the Seminary 395 HOV exit if don't have 3+ passengers. I know that in general, cars with these plates can use the 395 HOV lanes during rush hour, but the description of this new ramp HOV exit at
I-395 HOV Ramp and Auxiliary Lane

doesn't make is clear if hybrid cars with the old clean fuel plates are exempt from the rule. I tried also looking at the VA code for HOV lanes at

but I couldn't find anything explicit here. Thank you.

as far as I know, the hybrid exemption on 395 HOV was revoked a few years ago

It wasnt revoked. It was sunsetted so that your plates had to be old enough. Same for 66 (2010 or2011 for 66). OP, im pretty sure youre fine.

Dulles Toll Road is the only road left in NOVA where new hybrid cars can get an exemption.

I am thinking 2006 Clean Fuels plates (logo on the left) should be allowable/free on HOV-3 but not free on HOT lanes - on HOT lanes you must pay via EZPass. BUT the potion of I395 north of Edsall is now being converted to from HOV-3 to HOT lanes, so the value of the 2006 Clean Fuels plates is quickly ending for many drivers.

I am thinking my area (Burke) hybrid drivers can still use I-395N for a little while longer north of Edsall, but their days are numbered.
