The sign said "No stopping or standing". You admit you were not only stopped, but your engine was off. You received the ticket for not obeying the sign which said you were not allowed to stop there.

There are places to wait a block over. When she gets up then you can drive around and pick her up. You were stopped and standing where it forbids it. That's why you got the ticket.

How would somebody picks somebody up without stopping?

They can't. However, there are lots of pedestrians crossing, or buses stopping, or cars stopping in front of him. Why can't someone hop in while he's stopped anyways?
