What is current status about this Upriver crossing of the Potomac ("Second Crossing") project ?

AFAIK, it's pretty much dead. Virginia basically wants Route 28 extended NE and Maryland wants Route 15's bridge expanded. The Route 15 bridge is too far west to be useful and a Route 28 bridge would cut through Montgomery County's rural section.

The Maryland side has been opposed to every plan put forward. Nothing is happening or will happen until that changes which isn't likely to be any time soon. I'll therefore second the notion of "pretty much dead".

Given that one reason Maryland is opposed to another crossing has to do with BWI, unless the direct competition, Dulles Airport, were somehow not made more convenient; and the environmental concerns were to be mitigated, it's not a project that Maryland would likely support.

Just look at how long it took for the ICC, and that helps travel to BWI. I think the mid-river (roughly) crossing was envisioned to connect with the ICC as an outer beltway, but that's another project that is dead in terms of the ICC growing beyond a connecting toll road in Maryland.

Maybe a light rail or monorail line instead? It could go from Manassas to Rockville.

At first, the wealthy super-mansion residents on the Maryland side were blocking it. Then Virginia published some initial plans, and the wealthy super-mansion residents on the Virginia side put in some calls to Frank Wolf, who killed the whole thing. Then Donald Trump built a golf course right where the Virginia approach would have been, and no one's mentioned it since.

It would be a very costly project in a region strapped for project funds. It wouldnt serve as relief for long haul traffic - (the best way to deal with that, aside from rail, would be a more logical and direct eastern bypass). The benefits it would have in terms of decreasing commute times between mid/upper MoCo and Loudoun/Prince William would likely be offset by its enabling more low density peripheral growth.

Donald Trump didn't build the golf course. It's been there over 20 years. He bought it in 2009 and has renovated it.
