Hmmmm... Fayetteville State University is probably closest, followed by UNC-Pembroke and UNC-Chapel Hill.
FWIW, UNC-Chapel Hill is the "crown jewel" of the N.C. higher ed system... think UC Berkeley, UMich., UT-Austin, it's that good. UNC-Greensboro, UNC-Charlotte, NC State are what I would consider the other "very good" public universities in the state.
From what I understand, UNC-P and FSU are pretty much local/regional schools. May be exactly what you're looking for; depends on what your goals are, continuing ed. vs. traditional post-HS undergrad experience, etc.

Add Methodist University in Fayetteville to the list.
Sandhills is a great college to start out and re-take credits if already at the 4 year institution. Other than that, most people live at the college they are going to while FEW commute to Fayetteville or Laurinburg to the university.
