I am doing some research into SUSPECTED wrongdoing by law enforcement in Catawba County. I have seen a few instances of what I believe to be some violations of citizen's civil rights. I received information and specifics about a possible insurance fraud and decided to investigate further. I went to the public record to view the incident reports associated with this tip. I gained access and began researching the names and relationships to reported crimes using the available system. Within 5 minutes of starting my investigation, the system had technical problems and became unavailable to me. I called the Catawba County Clerk of Court to ask why the system was down, and was told that if I had questions, the Sheriff would have to provide me answers about specific cases, and the public records would be available at a later date, since I wasn't sure if the sheriff was part of the possible wrongdoing, I didn't want to have my investigation filtered by him, so I decided to just wait for the system to be repaired. When the system became available again, all of the incident reports from 2018 were missing. EVERY SINGLE ONE. The data was corrupted, and none of the cases I wanted to look at were in the new dataset. That is disturbing. I wanted to cross-reference the names of complainants to local officials and compare the seizure sheets with an inventory of what is supposed to be in the evidence room. I have VERY specific information, and would have no problem either confirming my suspicion or determining the validity of the claim using nothing but the public record and a few FOIA requests. I have been stonewalled, and now my ex-employer is being harassed. I SAW this with my own eyes. I will swear to ALL of this in court ANYTIME, and I feel NONE of our law enforcement agencies at the State level are doing anything about this. I have my suspicion that there are more crimes in this missing data, and if the officials won't investigate it, I WILL.

I don't mean to diminish the importance of these incidents to you, but I don't believe an internet forum primarily intended for the sharing of information about relocation and travel is the best place for you to achieve satisfaction.
Having said that, are you referring to the SBI or the NC Attorney General's Office when you mention law enforcement at the state level (see the phrase that's bolded in your post above)? If not, I would suggest you contact one or both of those agencies.
