They also offer a time-of-use rate. I signed up for that a couple years ago and usually average $10-$20 savings per month. (They note on the bill how much you saved vs flat rate.) One month I did pay about $2.00 more than what I would have on flat rate.
Yeah, Duke is great. They send pamphlets to encourage you to save power (even send CFL bulbs to replace incandescents), then jack up the rates to rake in the cheddar.
Instead of complaining though, I just buy Duke stock. So at least I'm getting paid for ripping myself off.
