You could bring them a welcoming gift of some kind -- a meal or fresh baked cookies, or a bottle of wine -- and then mention the problem with the loud door and getting management to fix it would be a good idea also.

I agree...keep it anonymous..for your own good...either that or figure out when they're sleeping and give him/her a goood taste of their own...maybe then they'd understand better.
I've been in apartments where someone has received a note on the door....it's caused all kinds of suspicion, gossip among tenants. Recipient of note trusts no one, other tenants have opinions.
My vote is tell management and have them take care of it.
They might take the note the wrong way and try to get "even" with you and make your living situation VERY unpleasant.
Tell the manager "Hi, I don't mean to bother you but I'm having a problem. The new tenants who moved in at Apt B keep slamming their door. I don't know if the door needs to be fixed or what but It is very loud and disturbs the building. I thought about introducing myself and seeing what the problem is but I didn't want to seem like I am telling them what to do or cause problems so I thought I'd bring it to your attention"
Thanks for the additional ideas .... does anyone here know if the mechanism at the top of the door can be repaired so that it closes more slowly?
Yes, it can be repaired or replaced.
And it's management's job to keep the place in good repair, so I would talk to management before I'd talk to the neighbor. If the neighbor's door 'closer' is broken, it may be difficult for the neighbor to close the door any more quietly than he/she is already doing.
