I know this will be moved, but Watertown is nice and generally safe. It is a military town due to Fort Drum, an Army base, being close by. There are some things to do, but I don't think it would fit the criteria you are necessarily looking for.
Plattsburgh is a bit smaller than Watertown, but what helps them is their close proximity to Montreal for an artsy/vibrant scene. It's also generally safe and is close to the Adirondacks and is on Lake Champlain. It is also an hour ferry ride over to Burlington Vermont.
Have you looked at the other Upstate NY cities, suggested to you when you asked on other boards?
