It's probably easier to tell you which lakes DON'T have good swimming...
Most larger lakes near any population center, or in a state park, have public beaches. There is a lot of privately owned land along the lakes, but usually the state has managed to squeeze in a public waterfront as well.
An exception I can think of is Cazenovia Lake -- the locals are very possessive of "their" lake and don't allow riffraff (ie non-town residents) to use it. There is a public boat launch, though.
Lake Ontario has some wonderful swimming beaches. About the only one I wouldn't recommend is Selkirk Shores, unless a rocky bottom and a lovely view of nuclear cooling towers is your thing.
Oneida Lake has Oneida Shores (a county park) and Verona Beach (a state park).
As for Adirondack lakes, just check the DEC campground list -- most of their campsites have beaches. Also, some towns in the Adirondacks have public beaches, or at least, public boat launches. Inlet has a public beach on Fourth Lake.
There are public (mostly state) parks at Fair Haven, Sandy Pond, Southwick, and Wescott which all have sandy beaches, picnic areas, and most have camping facilities and cabins for rent.
thank you for the responses. i have fond memories of picnicing and swimming in the wonderful lakes in wisconsin and was hoping to find something similar when i move to upstate ny.
Lake George beach is the best and the lake is quite possibly the most beautiful in the
world(no joke) Temp. is about Lake Michigan level though.
I've lived in WI and its nice all right but upstate NY is MUCH prettier.
