In Schenectady I can tell you most of the whole NW section of the city all the way to Rotterdam is African American with the exception of the area directly adjacent to Union College.

Some areas are listed early in the thread, though Union College is to the East/NE in Schenectady and Hamilton Hill I believe is historically where the black population has been concentrated there(more in adjacent areas of Central State Street, Mont Pleasant and a couple of other areas in the city).
