This may have been mentioned earlier in the thread, but this man that grew up in Syracuse(born in Providence RI), is credited as being the first African American science fiction wirter: Oxford AASC: Photo Essay
I believe that he grew up in the area of the city near the current Hanford Pharmaceuticals and the original Byrne Dairy plants just SW of Downtown according to old census data I was able to view in the past.
I believe that he grew up in the former Washington Courts housing near the Utica Auditorium. I don’t think it was mentioned earlier, but he was a part of this historic day in Major League Baseball: https://theundefeated.com/features/o...-black-lineup/ (technically all 9 were Black and was stated as such at the time, as a few were Black Latinos)
As mentioned before, he was a 1000 Point scorer in Basketball and a Quarterback for the original Proctor HS(before HS consolidation in 1987) on Utica’s East Side in the early/mid 1960’s.
This former Syracuse University player also grew up in that neighborhood: Dale Shackleford
When I went to school in Binghamton, I was surprisee by how many black people I saw in the city proper and JC. Then I looked up the demographics and was surprised to see that both had a low percentage of blacks.
Binghamton felt like it was at least 25% black, but then again maybe the parts of town I'm not familiar with are less diverse.

With this said, it may come down to what you mentioned in terms of where you are within the city or these cities as well. This goes for other groups too.
