..Maybe I have it wrong..as it is going on 20 years ..wow..since 9/11. In the year or so following the 9/11 attacks , wasen't there talk on having backup infrastructure elsewhere in the state?. I seem to remember some talk of a smaller version of the stock exchange kept in a ready state ...and Binghamton was one of those mentioned..
