A good part of the LIRR is really nothing more than part of the NYC "subway" system. That is it carries passengers to parts of NYC and Long Island that are what they are. That may not have been the case when the ROWs were created, but towns and areas change over time.
OTOH Metro-North and to an extent NJT cater more to the true ideal of a suburban commuter service.
