ONEIDA NATION PARTNERS WITH CAESARS TO OFFER SPORTS BETTING IN 2019, PENDING APPROVAL

VERONA, N.Y. — Once it’s permitted, the Oneida Indian Nation wants to offer sports betting on its properties and has announced a partnership to make that happen.

“The Lounge with Caesars Sports” will open at Turning Stone Casino Resort in Verona, Yellow Brick Road Casino in Chittenango, and Point Place Casino in Sullivan in 2019, an effort that is subject to National Indian Gaming Commission (NIGC) review.

Besides the NIGC review, the New York State Gaming Commission also has to issue sports-betting regulations, which the Nation will adopt for its casinos “pursuant to the Nation-State gaming compact.”

The Oneida Nation is partnering with Las Vegas, Nevada–based Caesars Entertainment (NASDAQ: CZR) for licensing and branding alliance for the Lounge with Caesars Sports.

“When it comes to sports betting, Caesars is in a class of its own. We are pleased to be joining forces with this world-renowned gaming leader.” Ray Halbritter, Nation Enterprises CEO and Oneida Indian Nation representative, said in the release.

“We are eagerly awaiting the National Indian Gaming Commission’s review of this innovative new partnership involving a licensing and branding arrangement. The Oneida Indian Nation has already established Turning Stone as the preeminent New York gaming destination, which makes the property and its sister casinos fitting partners for Caesars,” Christian Stuart, executive VP of gaming and interactive entertainment, added. “When it comes to partnerships, Caesars seeks collaborators who share our commitment to exceeding guest expectations, and we are confident that “The Lounge with Caesars Sports” at Turning Stone, Yellow Brick Road Casino and Point Place Casino will be a top sports betting destination in New York.”

Arbitration panel backs NYS over Seneca Nation in casino revenue dispute

The Seneca Nation of Indians will have to continue to provide slot revenue sharing payments to New York state and, in effect, the cities of Buffalo, Niagara Falls, and Salamanca, a three-person arbitration panel has ruled.

The ruling, disputed by the Seneca Nation, is the latest chapter in a bitter dispute between the Indian tribe and New York concerning the 2002 compact that allowed for the creation of casinos in each of three cities.

At issue, is whether the Senecas had to provide slot revenue sharing payments beyond the 14th year of the compact. New York said the monies were owed. The Senecas said the provision proved otherwise.

Two of three arbitration panelists backed New York state.

“Despite the panel finding that the compact, as written, simply does not address the topic of revenue share beyond Year 14, a majority of the panel members determined that an obligation exists to continue revenue share payments to the state,” Seneca Nation President Rickey Armstrong Sr., said in a prepared statement.

Armstrong pointed to a dissenting opinion from Kevin Washburn, an arbitration panel member.

“The panel’s new provision rewrites the compact in a way that harms the nation and provides an unjustified windfall to the state,” Washburn wrote.

Payments are made to the state and then passed onto Buffalo, Niagara Falls and Salamanca. All three rely on casino revenues worth tens of millions annually to each municipality.

“We continue to believe, as anyone who has read the compact, that the nation’s compact payment obligation was fulfilled, and we believe we had an obligation to the Seneca people to defend the Compact as it was written and agreed upon,” Armstrong said. “While we know we are right on the law, we also knew that making that argument to an arbitration panel gave no assurance of an opinion in our favor.”

Armstrong said the Seneca Nation will review its options.

“As is often the case, the Courts, and apparently arbitration panels, do not always decide cases on the law, even their law,” Armstrong said. “We have prepared for this circumstance, and, now that the panel has issued its opinion, we will take the appropriate time to review and respond to the opinion, and move forward.”

Since the Seneca Nation began its gaming operations in 2002, the Nation has sent more than $1 billion in revenue share contributions to Albany. The Seneca Nation has also invested more than $1 billion to develop its casino properties in Niagara Falls, Salamanca and Buffalo. The Nation’s casino operations employ more than 3,000 workers, making Seneca Gaming Corporation one of the largest private employers in Western New York.
