Trying to figure out what to do next? Call FEMA? Call Insurance? Have Neighbor call their Insurance company? Anyone?

Inform your insurance company they can tell you how to procede. If it fell on your property your insurance should pay (act of God). If it fell on the neighbors their insurance should pay. FEMA claims are for major damage and only if the county has been declared a disaster.
