How much is the sales tax in NYC? How come some places charge tax on clothes, while other's don't? What items are NOT taxed?

How come when I bought clothes in a store in Manhattan for $40, I was taxed 8.75%, while another store, I bought stuff for $30 with no tax.

The exemption from New York City’s local tax for clothing and footwear regardless of
the cost is repealed, and New York City will conform to the New York State exemption for
clothing and footwear costing less than $110 per item or pair. As of August 1, 2009, purchases
of clothing and footwear costing $110 or more per item or pair in New York City are subject to
the full 8% rate of tax. Purchases costing less than $110 remain fully exempt.

I would like to ask you a question in return, purely out of curiosity: how is it that you list your location as New York City, yet you don't know what the sales tax is?

Its possible. I've been here some time now and had to call 311 to ask what it was after a "suspicious" price hiking run down "99 cent" store incident. I already forgot again anyways. I know its like three digits after the decimal, so its not an easy number.
