Need opinion on this Brooklyn neighborhood (Sterling, Crown Heights: condo, construction, price)

Hi all,

1. What is your opinion on the neighborhood around the 500-600 block of Sterling Pl? It is nearly on the border of Crown Heights and Prospect Heights.

2. I want to put an offer down for a new-construction condo. Having come across differing reports of $/sqft and the state of the economy, I am curious if I can offer anything below asking price, given the neighborhood.
