Rent out a basement apt that's not legal that would reduce any potential risks I could face as the landlord?

Opinion.

I would not do it.

I know some one who did.
They collected rent in a basement for storage.
In the end the renter pulled a fast one.
Renter said did not know basement was illegal .
Went to court and won.
Landlord had to pay all the money back.

From what I've read online so far like in the link below, it seems like most of these lawyers say the tenant would not get all the money paid back because of it being an illegal apartment to begin with; but maybe there were specific circumstances in the person you know that went through this that the court ruled otherwise.

I mean the advice over and over on here is don't do it. Yet you're still ignoring the red flags and trying to justify it will be ok for you to illegally rent it.

There are literally people who make it a career doing this to landlord. Typically, I'm not for people suing but in this case I hope one of those get you as a landlord.
Make the place legal or don't rent it. Not only for your protection but their safety.

Good luck getting insurance (homeowner's or renter's) to cover an illegal apartment. They'll be happy to take your money for premiums but deny on any claim.

Isn't that the way ALL insurance companies operate?
