The problem is normal people in NYC are afraid to act because only the criminals have guns. Doesn't make any sense to take a chance and stand against the lawlessness.
The vast, vast majority of these riders are black and hispanic. True story!

Lawlessness is a cancer in society. The lower IQ among us go "if they can do it, why can't I?". It's why ****hole countries, remain ****hole countries. Rule of law doesn't exist.

If the city had zero tolerance for this nonesense, you think these buffoons would've been riding through one of the busiest intersections in Brooklyn?

Police crack down on illegal dirt bike riding in Soundview

Authorities say more than 30 dirt bikes have already been confiscated in the area since April, when the 43rd Precinct teamed up with Community Board 9.
Board Chairman William Rivera credits tip callers for helping to rid the streets of dirt bikes, and ultimately making it safer for both pedestrians and drivers. Tips have ranged from where bikes are stored, to where they're being worked on and where riders are congregating.
Police say they have undercover officers that work in teams to catch illegal dirt bike riders

statements like "zero tolerance" are virtually uselessly vague

Would it make a difference if it were a “legal” dirt bike?

Yes because people who have license plates and their paper work in order are more likely to ride slower and safer due to the fact that they might be identified easily by police for driving erratically

Illegal bikes with no license plate an rivered hiding their faces with masks have ZERO accountability and act accordingly (Above the law)

All Dirt bikes and ATVs are illegal in New York City

police are not allowed to pursue them in cars because it's extremely dangerous for pedestrians
Sometimes they catch them at gas stations

If it had been a legal motorcycle and the rider had not left the scene it's uncertain if he would be liable.
It's not clear if his driving was reckless had it been a legal vehicle

Murder goes back a while too. So does rape and robbery. That's not the point though. The point is that these quality of life issues seem to be tolerated either more or less depending on the politician in office.

No one expects incidents to go down to 0. On the other hand, it doesn't take a genius to notice the political winds and ascertain whether certain behavior had become more tolerated.

Only if it's empty rhetoric. Again, depending on the politicians in office.
