There are many ways to make new friends in NYC. Probably the closest thing to what you are looking for is
Find Meetup Groups near you - Meetup. It allows people to meet in groups based on shared interested. Some of those groups are even for people who are new to the city and want to make new friends.
Another one you might check out is internations.com -- this is a social network for international people living in NYC- they have social events a few times a quarter-- and native US people are welcome as well.
If you like sports, another good option are some of the city's social sports leagues-- like Zog sports. These are a great way to meet new people.
