There is nothing stopping a business or home owner from using containers. In Staten Island for instance many of both still use garbage cans. Then again the place does have a large population of wildlife (raccoons, opossums, dogs, cats, etc...) so persons keep their rubbish in containers to keep from attracting such vermin.
Keep in mind using containers/rubbish cans means a place must be made to store them on non-collection days. Not every residential or commercial property has such space. It is far easier and hygienic for a restaurant or shop to load waste into bin liners and chuck them out, then drag filthy containers back into the place daily. Remember also sooner or later containers need to (or should) be cleaned/disinfected to prevent smells. Bin liners are a one step solution as everything is taken away.
