NY state ID question (New York, York: DMV, cost, law)

My Husband and me are relatively new in NYC, We moved from eastern europe a couple of months ago for my husband's 2 year teaching assignment.
I am aware of the process to apply for a driver permit but what is the process to apply for a state ID?
Also, once I take the required documents to the dMV, will the state ID be issued right away(assuming my documentation is sufficient) or will it come in mail after a few days? I know that the DL comes in mail after a few days and we are given a temp DL until then, is it the same thing with the state ID too?
I checked the website for this but could not find answers.
You will need your valid passport, I-94 card and Form I-20. Note that all the documents have to have the same name as well. So if you took your husband's name, make sure everything is up to date.
The photo ID card will be mailed to you in 2 - 4 weeks.
The DMV gives you a temporary ID if you have all your proofs, but it doesn't have your photo on it. in case by any chance, you're stopped by law enforcement. then your ID comes in the mail after a while.
