I was in the lottery 2001. I won.. I was living in New York..But was ubnable to live in the apartment.. I got cancer an moved to my hometown..

We live in Pennslyvania now..

Can I still apply again ??

Depends on the lottery, but most state that preference will be given to NYC residents.

Sorry to hear about your illness--glad you are better. Not only do you have to be a resident of NYC to apply, but once you get an apartment your primary residence must remain in NYC.

I had one all but mine but the final arbiter said NO, you must be a resident...I was not.

Since then I have learned the law. IF a building takes any federal money, usually called 236 funding, they CANNOT discriminate based on state of residence.
But if all money is NY State and City, they can discriminate. I have found that all RELATED buidlings require state residency.
