I was called for 2 mini lotteries in March and one in April and I submitted documents right away. They’re all with Reside and I haven’t heard a word. I’m starting to think they’re just playing games. This isn’t my first time dealing with them. They really should just get rid of mini lotteries altogether if they’re going to call 1000 people in front of you.
Re-Rentals and Resales Certain projects are required to go through Re-rentals and Resales after initial lease up or initial sale. Marketing Agents will use the Mini-Lottery process in Housing Connect or alternate remarketing procedures as approved by the appropriate Agency (HPD or HDC) to fill future affordable unit vacancies upon turnover. This is known as the “Re-rentals and Resales” process. Units are subject to Re-rentals and Resales according to the following:
i. an HPD regulatory agreement or similar instrument requiring the use of Housing Connect and/or specifying compliance with the Marketing Handbook upon turnover
ii. an HDC regulatory agreement or similar instrument
iii. developer opt-in to use Housing Connect, as approved by the Agency

I have never read that idea anyplace officially. The circumstances might make it quick or slow. The fact that they occur post lottery lease up should make the process a simpler, and also that the number of units involved is smaller. This suggests a quick process. But, re-rentals could be a low priority for the building and so receive less effort.
If the documents of a potential applicant are still “fresh” that might reduce processing time, but if they are not the applicants start again at zero, ‘what is household size?’, ‘what is household income?’, and so on.

I think the bigger point here is that dozens or hundreds of applicants are asked for documents for a single unit and 99% of them never hear from them again.

It’s just me and im in the 60% AMI. Im a municipal worker as well but I don’t think that matters when it comes to mini lotteries.

Waiting lists are built for when apartments become available in the future. They can sit for long periods of time and rarely ever be used.
Re-rentals are mini-lotteries that happen only when a single unit becomes available.
In your Housing Connect account, go to My Household and make sure you have checked "Yes" in the "Interested in Re-rentals or Resales?" area. Then you just wait to be contacted.
