Hi,

In NJ, if my wife takes the year off from her job (teacher) to care for baby #2, and if she wanted to continue her medical insurance, how much is Cobra?

Would she have to pay 100% of the premium for COBRA or would she only have to pay 35% based on President Obama's ARRA below?

The Law
On February 17, 2009, President Barack Obama signed the American Recovery and Reinvestment Act of 2009 (ARRA). ARRA provides for premium reductions and additional election opportunities for health benefits under Federal continuation, commonly called COBRA. Premium reductions and additional election opportunities are also provided for health benefits under New Jersey Continuation.
The Reduction
Eligible individuals pay only 35% of the COBRA or New Jersey Continuation premium and have no responsibility for the remaining 65% of the COBRA or New Jersey Continuation premium. The premium reduction applies to periods of health coverage beginning on or after February 17, 2009 and lasts for up to nine months.

I was laid off in 2009 and the ARRA was applied to COBRA.
I don't know how you are going to get the ARRA discount since you are quitting of your own will and not being laid off.

As far as I know, that only applied through 12/31/09. And yes, only for "involuntary" job loss.

Also note that the the COBRA that the OP's wife will be paying can and usually includes a 2% administrative fee.

Thanks, so it seems like 1) it expired 2) we wouldn't be eligible anyway since it's an extended maternity leave.

I can't give you an exact answer to this, but it's generally 4 to 6 times what your paying now. For me COBRA is roughly 5 times what I was paying when I was employed. I think's it's $1,060 a month, don't know the exact figure because I have Dental and Vision as well and it totals up to $1,140 a month.
