No theirs not, stop being a spokes man for a city you never lived in. Grove st up to the water is nice and what .... one block in the heights? The rest ranges from "Ehhh" to bad.
I have friends all over JC and i visit them once a week , I think i know what i'm talking about....
Hmm, check out some apartments in downtown Cranford, within walking distance to the train. Cranford is a prototypical suburban town with some good restaurants and a few good bars in the downtown. Train service is 17 minutes to Newark, and about another 15 or so to Exchange Place on the PATH subway. It'll be about a 10-15 minute walk from Exchange Place to your office (you'll also have to allow a 5 minute wait or so for a PATH train). All in all should be 45 minutes or less.
Also, keep in mind that commuting on NJ Transit is not cheap. Once you figure in the cost (and time) of commuting that could change your decision.
I am looking to stay around 1500/- for 2 BD / 2 BA. Are any of the utilities like heat and water generally included in the rent? If yes, I could go a little higher.
I realize that my budget is low but unfortunately the salary adjustment I will get doesn't reflect the true cost of living difference.

PSE&G will not be included. If you live in Newport you'll have to pay for a monthly parking spot as street parking is really tough to find.
You might get a studio apt. in Newport within your price range.
Not sure where you'll get 2 BD / 2 BA within your price range. Down here in central Jersey it would be tough.
