Probably. The dirty little secret is that solar doesn't make economic sense without big incentives.

iI have seen numbers in the 15 to 25 cent range for Ivanapah. Purportedly large PV arrays are getting to 5 cents.
That is the price NV Energy was forced to pay in 2014 to meet the 'renewables mandate'. Prices have dropped dramatically. See
NV Energy’s July 1 filing with the Public Utilities Commission of Nevada which is summarized

Correct me if I'm wrong, but it seems like the folks who made out like bandits (other than NVE) are the ones who leased the panels, with a lease rate based on the solar installer taking the energy credits.
