I saw part of this film on one of the Encore channels almost a year ago, but do not know what it's called. There's some big guy running around at the end with a shotgun and a stolen bullet proof vest with POLICE written on it and there's a shootout in a warehouse. He's captured but manages to kill one of his captures before being killed, and then as he's dying he flashes back to picking up a woman alongside a highway in his car.

Ok answering my owne question. No not raising arizona I want to say it was a dark comedy. did it have seth green in it or are we talking about 2 different movies

I didn't see Seth Green in it. This film had all unknowns as far as I could tell, and had a very independent feel to it.
