I can't choose because I like both actors and both their movies.
Since you listed Errol Flynn in Robin Hood I'd have to go with him. That movie still holds up great after 70 years. I'd had the great opportunity to see it on the big screen at a revival movie theater once. If you ever get the chance to see it that way, do NOT pass it up. The color is still beautiful today. Great movie, great performance.

Yeah, I've seen The Adventures of Robin Hood on the big screen several times, gotta love that Glorious 3-strip Technicolor. The last time I saw it was at the Biograph in Chicago, the audience was booing Rathbone, cheering Flynn, quoting lines, great fun.
I think The Adventures of Robin Hood and The Wizard of Oz are perfect pictures----there's not a single thing I'd change about them.
Reviving an ancient thread because of the currently active thread about the talent of Errol Flynn. Some fun video clips above! I've always favored Ty Power over Flynn--I guess I like his (acting!) sincerity over Flynn's rakishness. But of course the best answer is, Why choose? They were both shining stars who eased a weary population through the hard times of the 1930s and 1940s. We're lucky that we can access their movies.
