There was never any intention to make a Part II. The title was a satire on Sir Walter Raleigh's "History of the World" which went unfinished because he was beheaded. The previews of Part II were a joke.

The reason a part two was never made was that after a string of big box office hits, this Brooks film did modest business at the box office, and was generally blasted as a bad movie by most critics. And they were right, it was a bad movie, just a couple of laughs surrounded by old worn out Mel Brooks gags.

Aw, I thought it was pretty funny. First saw it on HBO when I was around 15 years old, really liked The Inquisition segment. I didn't know about the Sir Walter Raleigh thing, thanks for clearing that up for me. Dom DeLuise did a good job as the Roman Emperor, enjoyed the escape plan they borrowed from Cheech & Chong. It does have quite the array of gags, just watched it again last week after a long time, yep, still funny, still want a Part2. Your Madder Mad World idea sounds good.

The most difficult sequel to make would be Thelma and Louise 2. I'd like to see how that could be done. How about a sequel to Dr. Strangelove?
