Gotta go with Stallone. He did so many action movies it's not even funny. He always did his own stunts. Especially in Cliffhanger. All of the Rocky movies. In almost any movie (including the Rocky movies) he does his own stuff. He's top notch the best action star of all time. Think of all his movies. First blood, Rambo 1, 2,3, Rocky, (all of them), Cliffhanger, Lock-up, Cobra, Over the top, etc. He always stays in great shape. Look how out of shape Arnold is compared to an over sixty year old Stallone..He's still in great shape, say what you want about him..His roles are more legendary too. His movies are more legendary. Rocky-Oscar winner. How many other action movie stars can claim an Oscar in one of their movies..Stallone all the way. I think he's head and shoulders above the others. Some of the other contenders haven't even been in many movies in years, ala Arnold, Van-damme, Seagel, Lundgren, etc. Wesley Snipes shouldn't even count. And Jackie Chan is just basically karatee comedies..It's not even close in my eyes.
Steven Segal is not my favorite but i love watching him because his movies are so bad.
I watched a movie where he trained with the sword and didnt use it once in the movie. He is so fat also it makes me laugh. I watched his tv show that is similair to "cops". He says because of his training he can spot things normal people cant and then the camera zoomed in to the street as if we were watching through his eyes.
I can't really say I have a set favorite for this, but Seagal is just so awful that he's good.
Take his performance in Machete. He's supposed to be playing a Mexican Cartel drug lord, but instead he sounds exactly like Casey Ryback who says Spanish words with no accent. So hilarious.
