Flame Throwers fall under Weapons and are regulated by the BATF. So yes, be it hand held or mounted, it's a weapons violation to own one without proper permits.

Plus this Joker lives in the UK which has an even more paranoid approach to firearms than we do.

I sometimes would carry a propane bottle on the back of my motorcycle to get it filled. I noticed a significant difference in how close cars would follow me. I always thought a good product for a motorcycle trunk would be a fake gas can that hinged open.
