New Jersey has a special "moped license" for bikes <50cc.
Actually a basic NJ automobile license allows you to operate a moped in the state of NJ. The moped license is really for kids that are over 15 but not old enough to aquire a basic automobile license. Pedals are required to be considered a moped in NJ.

It is still true today. When I ride my Vespa on the highway, cops are always pulling up behind me and following for a few minutes before switching lanes and passing me. I imagine they are making sure I am highway legal.

There are making sure you aren't drunk. We call them liquorcycles because when you have a DUI and lose you license you can operate one without a license in Indiana.
Pilgrim21784 is correct about NOT needing a license for anything under 50cc in Maryland HOWEVER, the moped can go faster than 30 MPH. I know because the Yamaha Vino Classic I had at one time could do up to 40 MPH.
Ok, I decided to double check myself because Pilgrim21784 has a very high reputation so, they're not likely to be wrong. I found out I was wrong on both counts. Maryland requires you to have either a valid driver's license or a moped license in order to operate a motor scooter which is 50cc's or less. As Pilgrim said, you aren't allowed to operate a scooter faster than 30mph. One strange thing I found on the Maryland MVA site said you can't title a scooter BUT, when I had my Vino Classic, I did have a legitimate Maryland title for it. I forget what it cost me for that title.
