I'm not really sure how real scooter people classify scooters but you could be right. I usually mess around with antique tractors. I bought a few of old "bikes" (two Yamaha Chappys and one Suzuki FA50) to keep me busy during the winter months. I've gotten two going so far but nothing yet totally restored.

Really, it is what it is. I doesn't matter what you call it. But in the interest of accuracy, straight from the US Department of Transportation:
