The article title is misleading. It's not that "They Didn't Plan for Snow". It that the City didn't plan for snow so early in the season.

So while some very impressive progress is being made on several fronts in Montreal, certain things refuse to change... Namely the poor condition of the roads. "Not expecting snow this early" is no excuse. This **** happens every single year lol. Why is it that AS SOON AS YOU LEAVE THE QUEBEC BORDER, going either to Ontario or NY State, the roads suddenly become so smooth and flawless?

First, for the love of God don't share anything from MTLblog, all they do is plagiarise and it's all clickbait. With that said all this happened because 1. snow came early and 2. slow ass Quebec union construction workers who aren't working 60% of the time. Hopefully, the CAQ will dismantle Quebec unions (not fully but just enough for competition to bid).
