She should probably call the
Directeur de l'état civil back. They're one of the most efficient government agencies I have ever dealt with, and producing a standardized birth certificate for someone born before 1994 is everyday stuff for them.
As for your case, getting a certificate of citizenship takes a lot more time. My son was born in the US and it took about 18 months.
