This is very interesting to me. Toronto and Montreal both have a similar sized black community percentage wise, so it is surprising that black males seems to fall through the cracks when it comes to crime in Toronto at a much higher rate than Montreal.

I have not spent much time in Public Housing communities in Montreal, outside of a few weeks ago when I went for a morning run and passed through a Housing project near Place des Arts. I did notice that the majority of the young men hanging out at that time were Black and Arab. Are blacks over-represented in Public Housing communities similar to Toronto? or was that a one off experience?

Yes, I would say it is similar to Toronto in public housing, although note that the "charter" population of French Canadians in Montreal is more represented there as well than the "charter" English Canadian group would be in Toronto.

Another factor in violent crime rates is apparently Montreal and Quebec have something like 10 times fewer youth gangs when compared to Toronto and Ontario.

Of course, youth gangs exist but organized crime in Montreal and Quebec is very much controlled by the Hell's Angels on the one hand (largely French Canadian but with some people of various origins too) and the Mafia which is almost entirely Italian.
