Recent immigrants from France to Quebec include those originally from PRC who had studied in French universities/colleges and worked in France. They have an advantage in terms of their Mandarin and French.
The only province that started 30 years ago, the bi-lingual Chinese-English schools within their public education system is in Edmonton, Alberta.

Thus, you might want to look into doing your masters in Chinese at say UofA,

and then get your teacher certification from the province where you intend to teach.

St Albert, Alberta has bi-lingual schools within their public education system as well. But I do not know much about it.

Metro Vancouver (BC) has a couple of Chinese immersion schools, where admission priority will be given to students who do not speak Mandarin at home. Again competition for teaching posts is great given that PRC is our top source country of immigrants in the last decade. Who can beat them at their mother tongue!
