All,

Are there budget cell phone carriers in the twin cities? For example in Texas, there is MetroPCS who offers unlimited wireless for $40.
I know the big 4 (Verizon, AT&T, T-Mobile and Sprint) offer unlimited plans but we are looking for a cheaper provider for a senior who doesnt need all the bells and whistles of a national plan.

The best deal for that (I suppose nationwide not just in the Twin Cities), would be a prepaid phone like Virgin Mobile. You pay for a minimum amount of minutes for $20 every 3 months, so it ends up being about $7 a month or something. After a few months, you've accrued so many minutes that a senior who doesn't talk much would never have to worry about running out. You can buy the phone right off the shelf at Best Buy.
