Unfortunately it is a pretty big gamble for any business to choose Detroit proper to open a new location/facility/office. There are literally thousands of cities that make more sense than Detroit for business growth. That's why the rebuilding of Detroit seems like such an uphill climb to me. Why risk hard-earned dollars with a business venture in Detroit? What's the incentive? The only way it makes sense is to bet that the future will be better, in which case the dirt cheap real estate will pay big dividends if a true turnaround ever happens.
