In 05, you couldn't find housing for 2 adults and 2 kids in Oakland for $1350/mo! 3 bedroom houses topped $2k/mo. 3 bedroom apartments even out in Sacramento, where it's a whole lot cheaper - like expensive midwest cheap - ran about $1500.

Maybe they are comparing 2 bedroom apartments (2 children can share a bedroom) because there was no way you could get a 3 bedroom apartment in Boston in 05 for $1300/mo either. Unless we're talking about Dorchester or Roxbury. Hell, I was paying $1150/mo for my 2 bedroom in HUDSON back then.

This table doesn't pass the sniff test. There is little reason to include Oakland instead of San Francisco. San Francisco is virtually the same size as Boston. Listing Oakland is like putting Worcester or Providence down instead of Boston. DC without its suburbs isn't a great comparison either.
