"Perhaps the report’s most troubling finding is that the state relies on the honor system when determining who is eligible for free care — and does not review an applicant’s assets, or even require a Social Security number to verify income, citizenship or address, Sullivan said."

Duval Patrick and ole rummy Ted Kennedy are responsible for the entire healthcare mess in Mass. Mitt Romney did his best to put in a system that could have worked, if not for the dynamic duo when Patrick took over and Kennedy drank to that. Mass. will never change, what do you expect.

I wouldn't let Romney off the hook. He signed the bill into law and was behind it. I wouldn't let any of the people who voted for it and those that are responsible now for it off the hook either. Most somewhat intelligent people would know that the MA healthcare was going to be a mess. They estimated it to cost like $445 million the first year and it ended up at around $1.2 billion.
