Our youngest son's girl friend's parents live in Lincoln [which is very near the geological center-line dividing between Northern Maine and Southern Maine], so I would not really call it 'Northern' Maine. A year ago they got into a new 2bdrm apartment for $450/month in Lincoln. That includes heat and hot-water.

Well thats good news, granted an apartment isnt to far away from the city, its better to have an apartment isnt as bad as no home, an realistically its a good start
.
And about tattoos, despite being diabetic, im very afraid of needles, if its required to live im fine, but im not getting a tattoo anytime soon...
