The airport is to the north of El Segundo, so they don't fly over this city. About the only area of El Segundo you will hear the jets taking off is along Imperial Highway directly across the street from LAX. But this corridor is on the edge of the city, and most of the housing stock along this stretch is apartment dwellers. Most people I'm sure you choose to live in this part probably move there because of the airport and viewing of the take off and landings. As you will noticed there are green spaces in hill tops all along this stretch for jet take off/landing, and also dog parks as well.

Montrose and San Dimas are two other places that have that "small town feel." There are other towns along the base of the San Gabriel mountains that feel like little towns but all their names escape me at the moment... Maybe Glendora?

There are other places in Orange County like the City of Orange.

It's not in the LA basin, but Chatsworth Lake Manor has a small town feel. Also, Hidden Hills (a high-income community) and Box Canyon along with Bell Canyon.

The smog is about the same and the gang warfare is not getting any worse in the inner cities, maybe easing a little, but getting worse in the IE and deserts.

El Segundo for sure, and the plane noise is not that bad if you're in the central area..

Montrose is totally small town feeling, and super cute along Honolulu Avenue....and beautiful mountain views to boot...

Sierra Madre ditto...
