I am moving to Cali in a few months since I accepted a job there. The job is very close to LAX airport and I was wondering what neighborhoods/apartment complexes are good to look in to within reasonable driving distances. I can spend up to 1500 a month on rent and would like to have parking.

Any recommendations are appreciated.

I would suggest Playa del Rey or Culver City. CV is probably a bit cheeper too and more rentals than Playa. Both places are nice, safe and near LAX.

Is El Segundo relatively safe and clean? Or are there areas I should stay away from?

I don't know. I think I recall some nice properties west of Sepulveda, but can't remember for certain what the area is like.

North of the Airport: Playa Vista, Play del Rey, Marina del Rey
South of the Airport: Manhattan Beacn, Hermosa Beach, Redondo Beach, Torrance, El Segundo

Which way does traffic usually build up? Going south or north? Or both?

Traffic builds up everywhere

Manhattan and Redondo Beaches are very nice.

Parts of Culver City are meh. The Nort East parts can get a little sketchy.

If I were you I'd go for either El Segundo or the aforementioned beach cities. El Segundo is like Mayberry in the middle of a concrete jungle. Nice little town. Just stay within a surface street distance from your office. It takes me about an hour every morning to get 18 miles to my office from the Valley to El Segundo on the 405. Just a warning.

Another vote for El Segundo too...Anywhere in the actual town of El Segundo is safe. There really are no places that are "bad" there. Problem with it is that it may be hard trying to find an apartment with your budget - but it can be done.
