I'm curious as to why Los Angeles didn't make the cut? Phoenix, Vegas and San Diego are represented but no L.A.

As it says in the second paragraph of the article you linked, affordability--or lack of it--is a major factor.

Homelessness, housing crisis, traffic, highly variable quality of schools, and cost are probably the main reasons. You have to remember, these rankings are largely based on objective attributes.

LA isn't a very appealing place to live on paper.

Ironically enough though, I think the demand to live here is enormous, in spite of its problems. The big draw to LA for many people, I believe, is the overall vibe and other subjective attributes, things that aren't really captured in these rankings lists.

Is San Diego that much more affordable than L.A.?

It's actually less affordable, but we have enough people already. Maybe this will stop our population from growing.

On the surface it doesn't seem appealing, but the weather , activities and culture are huge draws.
I know lots of people who say they wont live in LA , but they keep coming back to visit.

Usually when people say they "won't live in LA", it's because they can't live in LA, for any number of reasons.

Hypothetically, if LA were cheap, jobs were easy to find, and housing was plentiful, 90% of the country would want to move here.
